Zyazikov and Medov suspected of participation in murder

Russian and Ingush human rights organizations have voiced in favour of prompt investigation into the circumstance of Magomed Evloev’s murder. Demands are also expressed to entrust the case to federal, not local, inspectors.

Human Rights Watch also calls to investigate into the circumstances of the death in Ingushetia of Magomed Evloev, manager of the oppositional website “Ingushetia.Ru”.

“Evloev is a well-known figure, perhaps, the main oppositional figure in Ingushetia. His death under such suspicious circumstances can’t but cause questions,” said Tatiana Lokshina, deputy director of Moscow office of Human Rights Watch, the “Interfax” reports.

Radio Liberty reports that Alexander Cherkasov, a member of the Board of the Society “Memorial”, has noted that human rights activists had repeatedly stated that extrajudicial executions are a practice in Ingushetia. People are not detained, they are murdered, Mr Cherkasov has added.

Aslambek Apaev, expert of the Moscow Helsinki Group for Northern Caucasus, has stated in his conversation with the “Caucasian Knot” correspondent that the murder of Magomed Evloev, owner of the website “Ingushetia.Ru”, is a challenge to the whole human rights movement in Russia, having added that, in his opinion, this was a customized political murder.

The “Mashr” human rights organization has conducted its investigation into the circumstances of Evloev’s death. Magomed Mutsolgov, leader of the “Mashr”, has stated that the outcomes of their public inquiry give grounds to assert that two high-ranking Ingushetian officials are directly or indirectly involved in Evloev’s murder:

“If the evidences of eyewitnesses that we have registered are true, there are grounds to suspect President of Ingushetia Murat Zyazikov and Minister of Internal Affairs Musa Medov of participation in Magomed Evloev’s murder.”

As to Magomed Evloev himself, he believed that activation of attacks on the website was caused by publication of the material about beating of President of Ingushetia Murat Zyazikov by Musa Keligov, former deputy plenipotentiary of Russian President for the South Federal District (SFD).

Owner of the news site Ingushetiya.Ru Magomed Yevloyev was today shot in the head after being arrested by the Ingush authorities. He has passed away in hospital.

Fighters Announce That They Have Nothing to Do with the Shooting of the Russian Population

Yesterday on internet sites under the control of the combatants there appeared “an announcement of the command of the Ingush Sector Caucasian Front”.

In this announcement the armed resistance reports that it has nothing to do with the crimes commited against Ingushetiya’s Russian-speaking population.

Below we present an excerpt from the announcement:

“The deployment of troops, the senseless shooting of Russian families, gypsies, Armenians and other provocations are clear proof of the preparations for Ingushetiya’s next massive slaughter, in such a manner turning the Ingush against the mujahedin and the residents of Russian against the Ingush.

“We yet again declare that we have nothing to do with the actions cited. The objects of our attacks are representatives of all the kafir military and the kafir-controlled gangs among the local munafiqs and murtads, and also any persons participating in the genocide of Muslims and at war against Islam on the side of the kaffirs.”

So, there is confirmation of the version regarding the possible involvement of “death squads” in the shooting of the Russian-speaking population, in collaboration with Ingushetiya’s ruling clique. Among officials close to Zyazikov, another version is popular – of the involvement in the crimes of a certain “third power” interested in Ingushetiya’s destabilisation. This version is being actively spread personally by Murat Zyazikov, who knows how to turn any situation to his advantage, manipulating the different facts and conjecture in front of the Kremlin.

A video has fallen into the hands of our editorial in which the President of the Republic of Ingushetiya Murat Zyazikov “amuses himself”, as indicated in the accompanying letter, with Moscow prostitutes. Shocking frames: to watch naked Zyazikov and what he is up to is simply revolting. Enclosed with the letter is an SMS message of Zyazikov with his lover, from which it seems he has bought her a Moscow apartment. The verbal expressions of Zyazikov in this message are also highly indecent.

Following verification that the video and message are genuine (we do not doubt that the video is authentic, everything is so clearly visible in it), in the next two or three days it will be placed on the site.

The video will “sit” on the site for a few days. We ask during this period that you do not allow persons under 18 years of age access to the computer and the internet. We apologise in advance to all our visitors.

Information has reached us that mobile phone providers operating in Ingushetiya (“Beeline”, “Megafon” and “MTS”) also received Murat Zyazikov’s instruction, voiced by the Minister of Internal Affairs for Ingushetiya Musa Medov, to block viewing of the site “Ingushetiya.Ru” from cell phones. Should the attempt to block the site fail, the providers were required to switch off the function of the GPRS totally, so that no one could access the internet.

Murat Zyazikov’s struggle against our site is gathering pace. After several unsuccessful attempts to eliminate the resource which speaks the truth about the situation in the area (requests to his colleagues from the FSB, calls to the government and People’s Assembly, Zyazikov’s joint letter with the Ossetian authorities to the public prosecutor’s office, the Ministry of Internal Affairs and the FSB about closing down the site for “incitement of racial hatred”, ordering Yevloyev’s assassination and so on), the President of Ingushetiya has decided on yet another step — to “order illegally” the public prosecution’s office to arrest Magomed Yevloyev.

Magomed Yevloyev himself has commented on events thus: “I am no stranger to persecution. I knew that Zyazikov would go to any lengths to close the site. The fact alone that he ordered my assassination says a lot. I am telling Murat Zyazikov that the sum of US $50,000 paid for my assassination was voluntarily handed over to me by the would-be killer, and it has been used for the good of the people of Ingushetiya — with it were bought some of the computers as part of the charitable programme “People’s Computer”. The illegally ordered case will be stopped, I am sure of this, insofar as I am innocent. They want to arrest me for a time, incarcerate me in a pre-trial detention centre in Vladikavkaz and to ‘work on me’ there. I am not afraid of this. And I will never give up my work for the good of Ingushetiya.”

The president of Ingushetiya Murat Zyazikov has confirmed that the two residents of Ingushetiya believed kidnapped in Chechnya have been found. “In the district of Shalin District in Chechnya they were found,” said Zyazikov at a press conference on 20 September in Moscow. He called the events “some sort of intricate story”. Admitting, thus, his inability to control the situation in the republic, he, nonetheless, assured journalists that he would not resign voluntarily. Zyazikov reminded that his term of office runs out in 2010 and after that he intends to remain president for ten more years. Those waiting for his early retirement, “as they say in Odessa, can wait all they want,” declared the head of Ingushetiya. “I’m made of different stuff,” he added.

The Deployment of Troops Has Complicated the Situation in Ingushetiya

Many inhabitants of Ingushetiya think that the deployment of extra troops has complicated the situation in the republic. For example, for a long time there were no serious incidents in Malgobek, until the battalion of internal troops of the Russian Federation Ministry of Internal Affairs became located on its territory.

The situation is the same in Nazran district. Various checkpoints and military locations have become objects for attack by unknown armed groups.

The President of the Republic of Ingushetiya, Murat Zyazikov — under whose rule corruption has flourished, the economy has collapsed, unemployment has grown, killings and kidnappings of representatives of the youth have become widespread along with other human rights violations — has absolutely no control over the situation and is not working with the population in any way to discuss the occurrences happening in Ingush society and develop measures to thwart the military escalation. It is long time to understand that coercive methods alone — shifting the entire burden of responsibility onto the troops and law-enforcement bodies to restrain those who take arms into their hands — will not work. What is needed is awareness efforts and preventative work with the youth and with that radical section of it which is joining the militants. It is essential to stop using elderly men and religious authorities as lackey servants of the authorities, to reject the practice of dividing Islam into “traditional” and “Wahhabi”, bringing schism into a society already split enough along teip, internal-religious, clan, party and similar lines.

And what is most important is that the regime should have authority. While Zyazikov and his circle rob their own nation, enriching themselves at its expense, living in luxury and debauchery, the population will not perceive such a regime positively and consider its side of the dialogue. The person most interested in the deterioration of the situation in the republic, in the armed attacks and acts of terrorism, is Murat Zyazikov, who artfully manipulates the Kremlin, hinting that “certain powers” are doing this expressly to achieve a change of leadership in the Ingush Republic. Zyazikov knows perfectly well that the federal centre will not cave in to coercive pressure. And the deployment of troops and the chaos allow him to hold onto power as long as possible and continue to ransack the budget funds with impunity. These crafty manipulations of Zyazikov and his false explanations before Moscow for the reasons for armed action disorientate the Kremlin, making it appraise the situation in Ingushetiya incorrectly. But the situation is that to all intents and purposes Ingushetiya is witnessing elements of an armed uprising of the unemployed youth. It is specifically that radical section of the youth which cannot resign itself to venal officials, to spineless authorities, to the open despotism of the law-enforcement bodies, to corruption in all spheres of life, to the hypocrisy of elderly men and so on, and who mistakenly believe that the only way to fight these vices is through armed struggle.

If measures are not adopted soon for the setting up of dialogue within Ingush society, yet more bloody incidents await the republic. And there can be no hope that for the sake of saving thousands of Ingush lives, for the sake of the nation’s salvation, Zyazikov will resign. Rather, for the sake of power and money, he will stick it out to the bitter end.

Today on the airwaves of “Echo of Moscow” radio station the former deputy of the People’s Assembly of Ingushetiya Musa Ozdoyev spoke. In fairly short form he described the present authorities in Ingushetiya, named Murat Zyazikov as the chief culprit for all the woes that have befallen Ingushetiya. The main reasons for the present destabilisation in the republic Ozdoyev sees as unprecedented corruption among bureaucrats, encouraged by the leadership of the republic, and the talentless rule of the President of the Ingush Republic Zyazikov.If in the near future the President of Ingushetiya Murat Zyazikov does not resign, the republic will turn into “Chechnya in its Early Stages”, the former deputy of the People’s Assembly believes.
